On November 20, 2025, the Philippine Space Agency (PhilSA) and Japanese space startup Star Signal Solutions Inc. (SSS) signed a Memorandum of Understanding (MOU) to strengthen collaboration in the field of Space Situational Awareness (SSA). SSS is a JAXA-origin startup that develops technologies essential for SSA services, including observation, orbit analysis, and collision avoidance.
As satellite operations increase and the space environment becomes more complex, maintaining a safe and sustainable outer space has become a shared challenge for the international community.
The signing took place in Cebu, Philippines, the host city of the 31st Asia-Pacific Regional Space Agency Forum (APRSAF), which was attended by Philippine President Ferdinand Marcos Jr. Through this partnership, the two parties aim to address the growing risk of collisions associated with the rapid increase in satellite operations and to enhance the safety of the space environment in the Asia-Pacific region.
Both parties reaffirmed the importance of this cooperation and pledged to further strengthen their partnership to contribute to the sustainability of outer space activities.
As part of this collaboration, PhilSA will begin utilizing SSS’s collision avoidance alert service, “S-CAN.” Going forward, the two parties also commit to exploring opportunities for technical collaboration and information exchange, which are expected to contribute to improved stability of the orbital environment.
